For clinicians in the United States the new Medicare Access and CHIP Reauthorization Act (MACRA), proposes new payment models for Medicare Part B. The two payment tracks are Merit-Based Incentive Payment System (MIPS) or Alternative Payment Models (APMs). Eligible providers (EPs) will be required to choose to participate in either track and can change tracks annually. The track selected will affect their Medicare Part B payments. The American College of Physicians (ACP) wanted to create a tool that will help EPs in this selection process annually and allow them to collect data to analyze at the aggregate level. The tool will also be exclusive to ACP members at launch as an added benefit, and also aid member growth.

What We Did

  • UX / UI
  • .NET Web Development (Sitefinity)

In collaboration with ACP, Hot Tomali created an online tool which incorporates a new electronic algorithm to help clinicians choose which path of MACRA, MIPS or APM, is most beneficial to them each year. This is based largely on the basic characteristics of their practice (e.g., size, structure, geography, etc.), quality measurement and quality improvement activities in which the practice is currently engaged, and their readiness to take on new activities if needed. The algorithm itself is a series of questions a user would answer and help them create an analysis of the challenges and opportunities that each pathway would have in store for them based on their current status. The user could then identify which pathway they decide to pursue for a given year and allocate their resources to address identified gaps.

The Quality Payment Advisor’s features include:

  • A custom algorithm which tracks the user’s answers in a survey
  • Answer’s are stored in a database so user’s are able to review them in a user friendly report
  • Resource Library
  • Modules and biopsy tests to help improve identified gaps
  • Ability to retake survey to populate new reports

Another Useful ACP Resource

ACP now have another tool which not only helps their own user base work their way through the new MACRA system, but also encourages new member sign up. Since it’s launch, the Quality Payment Advisor has been well received by the media, and conference attendees with signups gradually increasing at a steady rate.
